US 52/IL 64 over the Mississippi River

The Illinois Department of Transportation (IDOT) has undertaken the U.S. 52/IL 64 over the Mississippi River Study. IDOT is the lead agency with input being provided by The Iowa Department of Transportation (IADOT). This study is examining transportation needs and solutions for the replacement of the existing bridge that carries U.S. 52 over the Mississippi River between Savanna, Illinois and Sabula, Iowa. The project also involves the reconstruction of IL 84 at the north end of Savanna, Illinois. The study includes a public involvement process, and includes opportunities for stakeholder input and feedback.

Note: IDOT projects typically have three distinct phases. Phase I (or the project Study) consists of developing the project scope, environmental studies and preliminary design of a project. Phase II (Design) consists of refining the design to develop contract plans and land acquisition. Phase III (Construction) consists of the actual construction of the project.

 

The U.S. 52/IL 64 project involves a study to replace the existing U.S. 52 two-lane bridge over the Mississippi River between Savanna, Illinois and Sabula, Iowa, and the reconstruction of IL 84 at the north end of Savanna, Illinois, from Randolph Street on the south to approximately 1,000’ north of the bridge structure. The U.S. 52 bridge over the Mississippi River was originally constructed in 1932, and is rapidly approaching the end of its useful life.

Project Study Group (PSG)

The Project Study Group includes representatives from the Illinois Department of Transportation (IDOT), Iowa Department of Transportation (IADOT), Federal Highway Administration (FHWA), Project consultant teams, and other technical agencies, as appropriate.

Illinois Department of Transportation (IDOT) District 2 proposes to replace the existing U.S. 52/IL 64 Bridge over the Mississippi River between Savanna, Illinois and Sabula, Iowa. The project consists of replacing the existing U.S. 52/IL 64 Bridge over the Mississippi River and reconstruction of IL 84 from Randolph Street in Savanna, IL on the south to approximately 1,100 feet north of the structure. The proposed project will construct a new bridge approximately 100 feet south of the existing bridge, and the existing bridge structure will be removed. The project study limits extend 1,500 feet west of the bridge along the U.S. 52 causeway on the Iowa side to the “T” intersection with IL 84 on the Illinois side. Along IL 84, the project study limits extend from Randolph Street on the south to approximately 1,100 feet north of the bridge structure. The project location is shown in Appendix A, Exhibit 1-1.

The U.S. 52/IL 64 Bridge is listed on the National Register of Historic Places (NRHP). The bridge was constructed as a toll bridge by the Savanna-Sabula Bridge Company in 1932. The State of Illinois took over jurisdiction of the bridge in 1987, and is the lead agency on any repairs or replacement. Since its construction, it has been subjected to numerous maintenance repairs and a major rehabilitation in 1985 prior to Illinois taking jurisdiction of the bridge.

This Environmental Assessment (EA) contains information describing the existing bridge features, its current condition, environmental issues within the project area, the project’s purpose and need, and alternatives considered to avoid adverse effects on the existing bridge and the area.

Throughout the study process, IDOT has utilized an inclusive public involvement approach that provides opportunities for all project stakeholders to become involved. A stakeholder is defined as anyone who could be affected by the project and has a stake in its outcome. The public involvementprocess contributed to the selection of an improvement design that fits into its surroundings, and strives to preserve scenic, aesthetic, historic, and environmental resources while maintaining safety and mobility.

Public Meetings

Public involvement for the U.S. 52/IL 64 over the Mississippi River project includes public meetings. These large-scale meetings encourage public attendance and foster public awareness of project developments and alternatives that are being evaluated. These meetings provide a forum for general public input, including concerns and comments regarding project alternatives.

The Public Open House Meeting (June 27, 2012) served as a project kickoff to educate stakeholders on the project process, study area and history. It provided an opportunity for the public to share its perspectives regarding transportation issues and project concerns, and review possible alternatives.

The Public Hearing (November 19, 2014) will present the Preferred Alternative for public review and comment. The Environmental Assessment (EA) will be available for viewing and comment at the public hearing as well as on this website 15 days in advance of the public hearing.

Public Open House Meeting #1 - June 27, 2012

The Illinois Department of Transportation (IDOT), along with financial support of the Iowa Department of Transportation, has awarded a contract to remove and replace the structure carrying US 52/IL 64 over the Mississippi River.  This project was let on September 19, 2015 and awarded to Kraemer North America for $80.6 million dollars.  Construction activities began in January 2016 and will conclude prior to May 31, 2018.

PROPOSED WORK

Contract 64G59 includes the removal and replacement of the existing structure and roadway improvements along the Iowa causeway and IL 84.  To following link will access the contract plans:

PROJECT UPDATES

Two cameras will be installed to record worksite activities and progress. The images from the video camera website will also be provided for viewing from this link with a minimum refresh rate of 15 seconds. 

MAINTENANCE OF TRAFFIC

One lane of traffic will be maintained at all times with the use of flaggers and signals.

11/7/17 – The proposed structure will be open to traffic mid-November 2017. The existing structure will be removed prior to April 1, 2018. All work shall be completed by May 2018.
The ribbon cutting event will take place on November 17, 2017 at 1 pm in Savanna on the new structure.
