The objective of this project is to provide an improved transportation system by addressing congestion while enhancing operational and safety characteristics. The completed project will provide an improved linkage to the regional transportation system and complement the improvements being made in and around O’Hare International Airport.
This site has been created to provide one location where the public can get details about the US Route 12/45 Widening and Reconstruction project scope and the construction staging and schedule. The information is intended to help you understand what we will be doing and when the work is anticipated to take place.
As the Department works to make this section of roadway safer for the future, we want to make sure users, residents and local business owners have up to date information on the progress of the project. If you have any questions about the project that have not been answered with the information on this site please use the “Public Participation” section and a response will be sent to you.
Note: IDOT projects typically have three distinct phases. Phase I (or the project Study) consists of developing the project scope, environmental studies and preliminary design of a project. Phase II (Design) consists of refining the design to develop contract plans and land acquisition. Phase III (Construction) consists of the actual construction of the project.
Two contracts have been awarded for the reconstruction and widening of US 12/45 (Mannheim Road) from north of IL 19 (Irving Park Road) to I-190 and from I-190 to just north of IL 72 (Higgins Road). The road will be widened from its current 2 lanes to 3 lanes in each direction. These two sections of Mannheim Road are approximately 3.2 miles in total length. There are 4 major intersections along Mannheim Road within the project limits. They include Montrose Avenue, Lawrence Avenue, Zemke Boulevard, and Higgins Road (IL 72) along with the I-190 interchange. Also included as part of this project is the construction of a Balmoral Underpass that will allow access from southbound Mannheim Road to eastbound Balmoral Avenue. Currently there is only access from northbound Mannheim Road to eastbound Balmoral Avenue.
The project calls for the removal of the existing 4 lane roadway and replacement with a 6 lane finished concrete pavement with shoulders along the roadway on Mannheim Road. Included will be upgraded drainage facilities, new lighting, new signing and water main relocation. The traffic signals at Montrose Avenue, Lawrence Avenue, Zemke Boulevard and Higgins Road will be replaced. Included is the construction of a Balmoral Avenue underpass which will provide access from southbound Mannheim Road to eastbound Balmoral Avenue.
MAINTENANCE OF TRAFFIC
During construction, a total of 4 stages are proposed. During each stage, the existing number of traffic lanes along Mannheim Road in the northbound and southbound directions will be maintained at 2 lanes in each direction. Occasional temporary lane closures will be allowed during midday and overnight hours.
Detours will be posted for anticipated ramp closures at I-190 Interchange to facilitate proposed construction. A tab labeled as “Detour” will be added to this site once a firm schedule has been developed. It will include timing of the detours as well as a plan showing the detour routes.

UPDATE- July 23, 2014
The Illinois Department of Transportation closed the ramps between Mannheim Road and Balmoral Avenue on January 13, 2014.
These ramps are east of Mannheim Road, to and from the Village of Rosemont.
The signed detour route is as follows:
WB Balmoral Avenue to NB Mannheim Road
Traffic is detoured at Balmoral Avenue and Des Plaines River Road. Detour route is south on Des Plaines River Road to westbound Lawrence Avenue to Mannheim Road. This traffic movement is anticipated to reopen by November, 2014
NB Mannheim Road to EB Balmoral Avenue
Traffic is detoured at Lawrence Avenue and Mannheim Road. Detour route is east on Lawrence Avenue to northbound Des Plaines River Road to Balmoral Avenue.
This ramp is anticipated to reopen in late fall of 2014.
Updated Estimated project completion is October 2015.
UPDATE- January 13, 2014
The Illinois Department of Transportation will be closing the ramps between Mannheim Road and Balmoral Avenue on January 13, 2014.
These ramps are east of Mannheim Road, to and from the Village of Rosemont. The ramp is tentatively scheduled to open mid-July 2014.
The signed detour route will be as follows:

Traffic will be detoured at Balmoral Avenue and Des Plaines River Road. Detour route is south on Des Plaines River Road to westbound Lawrence Avenue to Mannheim Road.
NB Mannheim Road to EB Balmoral Avenue
Traffic will be detoured at Lawrence Avenue and Mannheim Road. Detour route is east on Lawrence Avenue to northbound Des Plaines River Road to Balmoral Avenue.
