The Illinois Department of Transportation (IDOT) has completed a Preliminary Engineering and Environmental (Phase I) Study for the purpose of improving the existing signalized intersection. The intersection of US 6 and IL 178 is located in the Village of North Utica, LaSalle County This existing signalized intersection is under the jurisdiction and maintenance of IDOT. Work has started on the phase II portion of the project which includes the preparation of contract documents to be bid on by contractors.
Note: IDOT projects typically have three distinct phases. Phase I (or the project Study) consists of developing the project scope, environmental studies and preliminary design of a project. Phase II (Design) consists of refining the design to develop contract plans and land acquisition. Phase III (Construction) consists of the actual construction of the project.
The study has considered various options to improve traffic flow at the intersection and has reviewed the costs, safety, user benefits and environmental impacts to arrive at the proposed scope of work. The proposed scope of work for this project is to convert the existing temporary traffic signal installation to a modern single lane roundabout. The roundabout will include splitter islands on all legs, a truck apron for large truck movements, improved drainage, lighting, landscaping, pavement markings and signing. The proposed roundabout is anticipated to reduce injury and fatality crashes and to match or exceed the traffic capacity of a comparable traffic signal installation. The construction of the improvement is proposed to be built in stages without any road closure. Access to local residences and businesses will be maintained throughout construction and any necessary entrance closures shall be coordinated with the owners. Minimal acquisition of permanent right-of-way and easements are needed. There will be no significant environmental impacts as part of this construction process.

The project is being processed as a State Approval Categorical Exclusion and no significant impacts were identified.
