This section streamlines the procurement process, providing businesses and contractors with the information they need to effectively engage with IDOT.

Construction Related Procurements

Once the contract bid is awarded, contract execution can begin! Review our Doing Business Industry Marketplace for needed forms, resources, payment applications and more for awarded contracts. 

Construction Letting and Bidding

The department advertises highway construction, highway construction-related, airport, water resources, and land reclamation projects seven times a year via the Transportation Bulletin.

The Chief Procurement Office

The Chief Procurement Officer for Highway Construction is responsible for overseeing all construction related procurement activity at IDOT. Section 15-1 of the Illinois Procurement Code requires the Chief Procurement Officer to provide information to the public concerning IDOT's procurements and procurement-related activities. Information includes, but is not limited to, awards, change orders, land purchases, reports to the General Assembly, contractor suspensions, DBE waivers, conflict of interest statements, and emergency procurements.

General Services (Non-Construction) Procurement

General services procurement at IDOT is the process of acquiring goods and services essential for our agency operations. It encompasses a variety of activities:

  • Identifying needs: Determining what services or goods are required for the organization.
  • Soliciting bids: Engaging potential suppliers to provide quotes for the required services or goods.
  • Negotiating contracts: Finalizing agreements with selected suppliers based on their proposals.
  • Managing contracts: Overseeing the performance of contracted service providers and ensuring compliance with agreements.

The Chief Procurement Office

The Chief Procurement Officer for General Services is responsible for overseeing all general services, non-construction related procurement activity at IDOT. Illinois Procurement Code Section 1.1525 requires the Chief Procurement Officer to provide information to the public concerning IDOT’s procurements and procurement-related activities. You will find IDOT’s General Services procurement information, including solicitation opportunities and notices of awards on BidBuy. General Services procurement activities include opportunities related to supplies, equipment, commodities, services, information technology, software, professional services, and more. BidBuy is the general services electronic procurement system for the State of Illinois.
