Long Range Transportation Plan
Welcome to Move Illinois, the Illinois Department of Transportation’s (IDOT) 2024 Long-Range Transportation Plan (LRTP)!
The LRTP is a comprehensive and strategic roadmap that outlines transportation goals, objectives, and planned investments over an extended time frame, usually spanning 20 to 30 years. IDOT updates the LRTP every five years with the last plan released in 2019. Through Move Illinois: 2024 LRTP, IDOT is currently in the process of analyzing data and community input to update the plan.
The IDOT LRTP is a document created by the IDOT OP&P staff and updated every five years. The LRTP is a strategic roadmap that outlines transportation goals and investment priorities for the state of Illinois. It guides IDOT’s decision-making processes, considers various modes of transportation, and aims to create a sustainable and efficient transportation system that meets the needs of current and future generations.
IDOT makes a long-range transportation plan to provide a comprehensive vision and framework for future transportation development in the state. This plan helps guide infrastructure investments, prioritize projects, and address anticipated challenges such as population growth, changing travel patterns, environmental concerns, and evolving transportation needs. By taking a long-term perspective, IDOT is able to make informed decisions that promote efficient, sustainable, and inclusive transportation systems.
IDOT is conducting multiple transportation studies at the same time to capture the unique characteristics of different regions, urban areas, and transportation modes across Illinois. By tailoring our studies to specific needs, such as pedestrians, bicyclists, freight, and more, we can gather insights that lead to targeted improvements. From rural highways to bustling city streets, we're committed to creating a transportation network that caters to everyone.
Public Engagement
Engaging with the people of Illinois is crucial in shaping the LRTP to reflect the diverse needs and vision of our communities. To encourage equitable input and access throughout the state, we are planning several in-person and online public events, stakeholder meetings, surveys and more. Our Move Illinois team provided in-person engagement opportunities attending several community events across the state during the fall of 2023 to talk about the future of transportation in the state.

Other Transportation Efforts & Studies
IDOT is simultaneously conducting multiple transportation plans and studies to capture the unique characteristics of different programs and transportation modes across the state. Through this collaborative approach, the 2024 LRTP will bring together all the findings into a single comprehensive document, forming a blueprint for transportation across the entire state. Join us in reshaping the way we Move Illinois.
Phases of Engagement
Developing the 2024 LRTP is a multi-phase effort that will take place through 2025. The first phase involved collecting data from existing or ongoing transportation studies in the state and obtaining public feedback to help shape LRTP goals and objectives.
We gathered public input via statewide community events and survey to determine whether to retain or change the previous plan’s goals. Our first online public event and survey have been completed.
The second phase focused on potential actions and strategies to include in the plan. The team attended community events across the state in 2024 and talked about your ideas for the strategies that will shape our future transportation system.
Next Steps
- The Move Illinois team is developing a list of strategies that provide solutions for the improvement areas identified through study data and public feedback.
- IDOT will then review the feedback from the survey to prioritize the strategies.
- In the third and final phase, IDOT will develop a draft plan considering ongoing public input before the final LRTP is published.
Upcoming Opportunities
Virtual Advisory Group Webinars
The Virtual Advisory Group is made up of transportation stakeholders and users across the state, including local, regional, and federal partners as well as private businesses from a range of industries and interested citizens. IDOT held two Virtual Advisory Group webinars in 2023 and is planning more for 2025 to help shape the plan's strategic goals, objectives, and strategies, influencing Illinois’ diverse transportation network for the next 20 to 30 years. The primary purpose of the Illinois Long-Range Transportation Plan (LRTP) is to provide strategic direction for the development of the Illinois transportation system. The LRTP vision for transportation in Illinois is to provide innovative, sustainable and multimodal transportation solutions that support local goals and grow Illinois’ economy. This vision was established in conjunction with thousands of stakeholders who participated in outreach activities throughout the planning process, as outlined in Appendix A, Public Involvement Activities.
IDOT is required to complete a Long Range Transportation Plan (LRTP) every five years, per state legislation. The LRTP provides strategic direction for the development of the Illinois transportation system. The LRTP vision for transportation in Illinois is to provide innovative, sustainable and multimodal transportation solutions that support local goals and grow Illinois’ economy. The LRTP has been reviewed by the public and will be released in spring 2019.
Goals
These goals are the chapters of the LRTP. Each chapter includes refined objectives, strategies for implementing those objectives, as well as performance measures for tracking our performance in accomplishing our goals. How to implement these objectives are included within each chapter. These objectives are items that we all, as interested parties will have to work together to accomplish.
