Land Acquisition Bulletin

As of October 2023, the Illinois Department of Transportation (IDOT) will be using a Quality Based Selection (QBS) process, which was signed into law as PA 103-0511 on August 4, 2023.

Stay Connected

IDOT's Central Bureau of Land Acquisition (CBLA) subscription service is for consultants, local agencies and other DOTs. When updates or changes are made to the Land Acquisition Policies and Procedures Manual (LAPPM) or when a Request for Proposal (RFP) or an Invitation for Bid (IFB) is posted, the subscription service may be used to notify users.

Interested in Applying

If you are interested in applying for an advertisement, you must submit a Statement of Interest (SOI) through EPAS. The EPAS instruction Manual will provide assistance in the navigation of the system and requirements.

To request an account to EPAS, email Jenni.LeSeure@illinois.gov. Indicate your firm’s interest in an advertisement for the LAB, and attach the federal form, W-9.

Tentative Schedule

The following is a tentative advertisement schedule, intended to be used whenever the Department desires to procure land acquisition services.  Please note, advertisements will be published only when services are needed, therefore there may not be a Land Acquisition Bulletin published for each date listed below.
