Cook County – US Route 20 at Shales Parkway
The Illinois Department of Transportation (Department) is conducting preliminary engineering and environmental studies (Phase I) for the improvement of US Route 20 (US 20) at Shales Parkway in the City of Elgin, Village of Bartlett, and Village of Streamwood, Cook County. The proposed project is anticipated to consist of the construction of an interchange at US 20 and Shales Parkway/Bluff City Boulevard, and improvements on US 20 from Shales Parkway to IL 59. The improvements are expected to improve traffic operations and enhance safety along the corridor. This improvement is included in the Department’s FY 2026-2031 Proposed Highway Improvement Program. Current engineering efforts are targeted to enable a contract letting in the middle years of the multi-year program contingent upon plan readiness, land acquisition, and funding availability through future annual legislative appropriations.
This website has been created to provide the public with educational information, materials, and updates in relation to the US 20 at Shales Parkway study. The goal is to keep the public informed about the project development process and provide an opportunity for the public to express their needs and concerns.
The study looks to address the safety and mobility concerns on US 20 near the Shales Parkway area. More specifically, the study focuses on improvements at the US 20 and Shales Pkwy intersection and the existing interchange at Villa Street. The study limits extend west along US 20 to Poplar Creek and east along US 20 to Illinois Route 59.

This project has not initiated Phase II (design) activities.

Public Meeting #3 – April 30, 2026
A public meeting was held at the Centre of Elgin. The purpose of the meeting was to share information about the Preferred Alternative and obtain public input. Project team members were present to discuss the project and answer questions.

Virtual Public Outreach #1 – September 22, 2021
A virtual public outreach event was held on the project website. The purpose of the event was to provide an overview of the study process and schedule, present anticipated public involvement activities, and obtain public input on the transportation issues and needs of the study area.
