Kankakee County - Illinois 115 from Water to Jeffrey Streets

The Illinois Department of Transportation will be replacing the pavement on Illinois 115 from U.S. 45/52 (Water Street) to Jeffery Street in Kankakee. This work will evaluate bicycle and pedestrian facilities, drainage upgrades or repairs, geometric improvements, curb and gutter, lighting, traffic signals, structure preservation, and safety, and may include improvements for these elements.

Q. What specific improvements are planned?

A. Planned improvements include: 

  • Full pavement reconstruction along the corridor
  • New sidewalks and shared-use paths for pedestrians and cyclists
  • Upgraded drainage systems, curbs, and gutters
  • New street lighting
  • Adjustments to roadway channelization and pavement markings to enhance safety and reduce crashes

Q. When will construction take place, and how long will it last?

A. Phase II Design will take place upon completion of Phase I, with construction anticipated to begin in Spring 2028. Additional details will be shared as design progresses.

Q. Will property owners or local businesses be impacted by the project?

A. Some properties will require temporary easements to allow for grading, driveway work, drainage improvements, and other construction activities. Right-of-way will also be required on a few properties. Property owners affected by easements or right-of-way will be contacted directly by the project team during the design phase. IDOT will work closely with businesses and residents to minimize disruptions during construction.

Q. Will this project affect traffic or parking during construction?

A. The route will be closed to through traffic during construction, but local access will remain. A marked detour route will be posted for through traffic. The sidewalk will remain open on at least one side at all times. Access to residents and businesses will be through side streets and alleys.
