Evaluating Transportation Needs for the Future of East St. Louis

The Illinois Department of Transportation is conducting a Planning and Environmental Linkages study to evaluate transportation improvements along Illinois 15 and Bond Avenue in East St. Louis.

The study will evaluate existing conditions and develop a purpose and need statement that will guide future transportation improvements. IDOT recognizes that Illinois 15 and Bond Avenue are important routes for local and regional travel. As part of the study, existing conditions — including traffic, safety, environmental considerations, and land use — will be evaluated to better understand the corridor’s transportation needs and challenges.

While previous transportation studies have been completed in the area, this PEL study provides an opportunity to take a fresh look at current and future transportation needs. Rather than repeating previous efforts, the PEL process will consider a broader regional transportation network and incorporate the community-developed framework to help guide future transportation improvement opportunities.
