St. Clair County-Illinois 15 and Bond Avenue Study
The Illinois Department of Transportation is in the preliminary stages of a study of Illinois 15 and Bond Avenue in East St. Louis. This Planning & Environmental Linkages study will evaluate existing conditions and identify the purpose and need for the study area. The purpose and need will then be used to develop and evaluate potential improvements in future project phases. IDOT recognizes that Illinois 15 and Bond Avenue are significant routes for local and regional traffic.
This PEL study will evaluate existing conditions in the corridor – such as traffic, safety, environmental considerations and land use – to understand the needs of the corridor, its current challenges and define a clear purpose and need statement that guides future improvement options. While previous studies have taken place, this PEL study provides an opportunity to take a fresh look at the needs for transportation improvements in the study area along Illinois 15 and/or Bond Avenue. Rather than repeat previous approaches, the PEL process will consider a broader set of regional routes and apply community-developed framework.
