Innovative Project Delivery

The Illinois Department of Transportation (the “Department” or “IDOT”) continually seeks innovative solutions to meet the growing transportation needs of Illinois. The Bureau of Innovative Project Delivery (“IPD Bureau”) was established in 2016 to identify, evaluate, and develop projects that may benefit from innovative approaches, including the use of various forms of project delivery allowable under law.

Vision: The IPD Program will enable the State of Illinois (the “State”) to be a national leader in the use of innovative project delivery and will facilitate partnerships with private industry and local communities to meet the transportation infrastructure needs of the State in an efficient, cost-effective manner.

Mission: The IPD Bureau will be the trusted advisor to the Department’s decision-makers on all matters related to innovative project delivery and the IPD Program and will assist the Department in delivering successful projects through innovative methods in order to provide the best value to the State.

In order to effectively carry out its mission, the department's professional services and construction needs for innovative project delivery are advertised in two locations, depending on the role. All of these procurements and related business processes are governed by law. Roles like the Engineer of Record (EOR), Procurement Engineer (PCE), Independent Cost Estimator (ICE), and Construction Oversight Team (COT) for IPD Projects may be performed by the Department through consulting firms. The Department may also utilize the term, Owner's Representative to describe a consultant who performs one or any number of the roles listed above for IPD Projects. IDOT advertises for professional services four times a year via the Professional Transportation Bulletin (PTB) and makes this schedule public via the PTB Schedule. Roles like Construction Manager / General Contractor (CMGC), Progressive Design-Builder (PDB), and Design-Builder (DB) for IPD Projects are advertised through the Chief Procurement Office.
