Off-System Structures Bundling Program (OSSBP)

Description – IDOT is implementing a program to bundle off-system bridges and culverts (structures) requiring complete replacement or reconstruction. These off-system structures are located on roadways that are neither part of the Federal-aid Highway System nor the Illinois System of Highways. They are typically owned by counties, municipalities or townships, and may also include IDOT owned structures. Bundling allows multiple structures to undergo engineering and construction as a bundle. This approach streamlines the process, enabling design teams and contractors to save time by designing and constructing multiple structures within a single project. In 2025, IDOT selected 180 structures for the OSSBP that were grouped into 31 bundles and located in all 9 Districts. The program is currently in development and the design for the 31 bundles is scheduled to be completed by the end of 2028. Construction lettings could begin as early as the end of 2026.
