Project Summary
IDOT has an active RFQ for parties to enter into an agreement with IDOT related to the development of the South Suburban Airport (“SSA”), a commercial service airfield that will serve the greater Chicagoland area on State-acquired land in Will County near Peotone, Illinois. Through their SOQs, Respondents are invited to present to IDOT their plans to design, build, finance, operate, and maintain (“DBFOM”) the SSA, including their plans to assist IDOT in preparing a revised master plan and obtaining necessary approvals related to the development of the SSA.

Project Goals
- Expand transportation capacity in the region, which has long served as the crossroads of American transportation and commerce.
- Reduce the equity gap by creating opportunities for economically disadvantaged populations and businesses and supporting the needs of underserved communities in the vicinity of the Project.
- Support job creation and opportunities for the local workforce near the SSA in key State growth sectors, including transportation and logistics, agribusiness, alternative energy, and life sciences.
- Support resilient, sustainable, economic development in the region and in the State.
- Ensure financial stewardship of public funds and resources through site development.
- Facilitate existing latent demand for aviation facilities, accommodate projected midterm growth in the aviation market, and provide long-range supplemental regional capacity.
- Best-align the SSA with local, regional, and State priorities.
- Develop a "smart" airport utilizing the latest innovations and efficiencies with respect to design, construction, operations, security, and financing.
- Incorporate sustainability features and clean technology in the development and operations of the SSA to make SSA a leader among green airports in North America.
- Provide a high-quality, reliable, durable, and maintainable facility.
- Minimize the cost and funds required to develop, design, build, finance, operate, and maintain the Project.
- Sustain the vital economic position and quality of life in the region.
- Partner with a world-class Developer that will be a committed partner with IDOT and the State.
- Develop the SSA to include bespoke and modern airport amenities that enhance the customer experience.
- Incentivize the Developer to establish and grow one or more of commuter, cargo, and general aviation services.
- Collaborate with the Developer with respect to obtaining and maintaining an Airport Operating Certificate under 14 CFR Part 139 (the "Part 139 Certificate").

Why P3 Delivery for the SSA?
It is expected that for the SSA, P3 delivery allows for:
- Integration of design and construction during the delivery phase
- Transferring risk to the party best able to manage it
- Leveraging private-sector innovation and capital
- Supporting lifecycle performance with long-term outcomes
- Financing the project over time
