Rock Island County - Illinois 5 at I-74 in Moline

The Illinois Department of Transportation is in the process of phase II engineering for the Interstate 74 at Illinois 5 (John Deere Road) interchange in the city of Moline. Central to the project is the conversion of this interchange from its existing cloverleaf design to a diverging-diamond design. The project proposes improvements to I-74 from south of 27th Street to south of Illinois 5 and on Illinois 5 from 16th to 38th streets. Also included are improvements to sections of 27th Street and 36th/38th Avenue.

Project History

The project is in Rock Island County in the city of Moline. This section of I-74 runs north-south and was constructed in the 1970s and includes a cloverleaf interchange with Illinois 5 (John Deere Road). Illinois 5, which runs east-west, also was constructed in the 1970s in conjunction with I-74.

Since then, the number of residential and commercial properties in the area have increased. Traffic volumes have increased as well, which have led to safety and mobility concerns. In addition, portions of the project infrastructure need repair, replacement or modernization.

IDOT has held public informational open house meetings in May 2014 and September 2015. Coordination with the city of Moline has been ongoing since the preliminary engineering study phase, and coordination will continue through the design and construction phases.

To address the safety and mobility concerns, design the interchange, and identify the scope of any proposed improvements, IDOT performed a preliminary engineering study, which was approved Aug. 25, 2022. The study analyzed the existing conditions, which included capacity analyses, crash studies, condition assessments and future traffic for the area. The study also developed various improvement alternatives, leading to identifying a preferred alternative.

Several improvements were recommended from the completed preliminary study,

  • Reconstruct the existing cloverleaf interchange with a diverging-diamond interchange (DDI). The proposed DDI is intended to increase safety and mobility by reducing the number of conflict points between vehicles, eliminating the weaving conditions along I-74 and eliminating speed differentials associated with weaving, thus improving operations.
  • Reconstruct I-74 from approximately 0.61 miles north of Illinois 5 to 0.42 miles south of Illinois 5 from two to three lanes in each direction.
  • Reconstruct Illinois 5 (John Deere Road) from 16th Street to 38th Street.
  • Reconstruct 27th Street from just south of Illinois 5 to just north of 38th Avenue.
  • Reconstruct 36th/38th avenues from just west of 27th Street to just east of I-74.
  • Additional improvements include drainage improvements, new signing, new landscaping and adding a shared use path at various locations.

The preliminary study (Phase I) has been completed. IDOT and a design consultant are currently preparing plans, specifications, and estimates for construction (Phase II.
