IDOT utilizes a three-phase process for advancing projects.
- Phase I occurs as engineering identifies the project purpose and need, completes environmental reviews and conducts preliminary design for the project.
- Phase II is the design phase which refines the design and develops plans, specifications and estimates for construction. Any land acquisition needed for a project takes place during Phase II.
- Phase III is the construction, and final phase of a project.
