CREATE Program Manuals

Illinois Construction Scheduling Expert System (ICSES)
Illinois Construction Scheduling Expert System (ICSES) is a Windows-based software program used for planning and scheduling road construction projects. The program is designed to allow users to develop an engineer’s estimate of time required to complete road and bridge construction projects.

Highway Standards
These drawings show the details of various construction items and are used in conjunction with the Standard Specifications. The applicable standards are referenced on the cover sheet of the plans.
Survey Manual
The Survey Manual contains material that is informational and instructional, and sets forth guidelines and accepted practices to be used by IDOT personnel performing surveying work.
Unmanned Aircraft Systems (UAS) Program Manual
The purpose of the UAS Program Manual is to establish guidelines and protocols regarding the use of UAS by departmental staff.

Contractors / Consultants who intend to utilize UAS in support of an IDOT project must first contact IDOT Division of Aeronautics at DOT.AERO.UAS@illinois.gov to verify they are able to operate UAS legally and abide by certain operational conditions and expectations. The IDOT business area in charge of the project ultimately determines whether UAS are appropriate to use in support of that project, and for details such as scope/cost, data delivery format, data accuracy standards, expectations for mission coordination, site access, on-site safety considerations, etc.
Transitional Approaches to Channelized Intersections
The values contained in the tables of this pamphlet provide the data necessary for either the design or the construction layout of the 128 types of transitional approaches to channelized intersections used by the Illinois Division of Highways.
