Land acquisition is often required to complete IDOT's Multi-Year Multi-Modal Transportation Improvement Program. To accomplish the program, the department may enter into contracts for the purpose of obtaining land acquisition services such as appraisal reports, review appraisal, certification reports, negotiation, relocation and property management services, as well as title insurance services.
IDOT must be assured all realty specialists employed by vendors know and conform to the policies and procedures for implementation of the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (Uniform Act); 49 CFR 24 Uniform Relocation Assistance and Real Property Acquisition for Federally-Assisted Programs; state statutes, and federal and Illinois case law.
IDOT's current Appraisers (all types), Negotiators, and Relocation Agents must have the necessary background, experience, and ability to demonstrate good judgment in the area of acquisition and relocation. All realty specialists must be on the Approved Specialty Agent Lists. The department maintains the following Approved Specialty Agent Lists, which are updated at the first of every month:
To be considered to be on the Approved Specialty Agent Lists, candidates must submit an application to the department.

Decision Notification
The applicant will receive an approval or denial email (with reason for denial) after the application is reviewed. A specialist must be on an approved list prior to working as a specialty agent for IDOT.
