Lake County - IL 131 (Green Bay Road)
The Illinois Department of Transportation (Department) is finalizing a preliminary engineering and environmental study (Phase I) for the improvement of Illinois Route 131 from Russell Road to Sunset Avenue in Lake County. The general scope of work consists of roadway widening and reconstruction to provide two lanes in each direction separated by a median, bicycle and pedestrian accommodations, and intersection and drainage improvements. The southern third of this improvement (from Sunset Avenue to Wadsworth Road) is included in the Department’s FY 2021-2026 Proposed Highway Improvement Program. Current engineering efforts are targeted to enable a contract letting in the middle years of the multi-year program contingent upon plan readiness, land acquisition, and funding availability through future annual legislative appropriations. The northern portion of the improvement (from Wadsworth Road to Russell Road) is not currently included in the multi-year program, however, this part of the project will be included in the Department’s priorities for future funding consideration among similar improvement needs throughout the region.
Note: IDOT projects typically have three distinct phases. Phase I (or the project Study) consists of developing the project scope, environmental studies and preliminary design of a project. Phase II (Design) consists of refining the design to develop contract plans and land acquisition. Phase III (Construction) consists of the actual construction of the project.

Refined Alternative E1
This design features two through lanes in each direction, 10-foot paved shoulders on the outside edge of the roadway, and open drainage system for the entire length of the project. From Sunset Avenue to Illinois Route 173, a 13-foot flush two-way left-turn lane median would be used. From Illinois Route 173 to Russell Road, a 22-foot barrier median would be used. This represents a combination of Preliminary Alternatives A1 and B1.

Refined Alternative E2
This design features two through lanes in each direction, curb and gutter on the outer edge of the roadway, and storm sewer throughout the entire length of the project. From Sunset Avenue to Wadsworth Road a 13-foot flush two-way left-turn lane median would be used. From Wadsworth Road to Russell Road, a 22-foot barrier median would be used. This represents a combination of Preliminary Alternatives A2 and B2.
