Peoria County - Route 24 and Illinois 9

PEORIA COUNTY - The Illinois Department of Transportation is proposing to expand and improve approximately 8.6 miles of US Route 24 / Illinois Route 9 to a four-lane divided expressway from west of Banner to Kingston Mines in Peoria and Fulton Counties. The southwest project limit includes a portion of Illinois 9 just south of its intersection with US 24.

The purpose of the project is to provide an improved transportation facility for the motoring public, addressing concerns related to both safety and operational needs.

The proposed improvements consist mostly of constructing a 4-lane divided expressway with 2 lanes in both the eastbound (EB) and westbound (WB) directions. Starting at the western project limits to the intersection of US 24 / IL 9, the roadway will consist of two WB lanes (including a truck climbing lane), a bi-directional left turn lane and one EB lane with a widened shoulder. Heading east through Banner to the Copperas Creek bridge there will be a 5-lane section, including a bi-directional left-turn lane, and from just east of the bridge to Kingston Mines there will be a 4-lane section with a 50-foot grass median dividing the EB and WB lanes. Throughout the project, the existing US 24 mainline pavement will be improved or replaced to accommodate the future EB traffic while new WB lanes will be constructed to the north (bluff side) of the existing highway resulting in the need of additional Right-of-Way from impacted property owners. Since portions of the highway will be access controlled, frontage roads will be constructed to provide access to properties. 

The Phase I Engineering Report was originally approved March 1, 2001. Preliminary Phase II construction plans were then developed but suspended since at the time, funding was not available to construct the project.  Most recently, plans to replace the structure carrying US24 over Copperas Creek were extracted from the original set and re-evaluated with construction of the bridge being completed in 2022. The remainder of the project is now funded in IDOT's Multi-Year Program, and we are actively working on it. The Phase I Engineering Study is being re-evaluated to ensure that current policies are being followed, and that all environmental clearances and requirements are up to date after which Phase II contract plans will be developed.

ESTIMATED COST: $121.6 M

DURATION: Earliest approximated date construction could start is sometime in 2028 and will last approximately four construction seasons.

PUBLIC HEARING: On February 11, 2026, 93 people attended an IDOT public hearing held in Glasford to gather public input. Generally, most were in favor of the project.
