The Blue-Ribbon Commission on Transportation Infrastructure Funding and Policy (BRC) was created by the Illinois General Assembly to help build a unified vision for the future of IDOT. A diverse group of legislators, industry representatives, advocates, IDOT leadership, and other partners led this effort.
The BRC set out to identify ways for IDOT to improve project delivery, build capacity, strengthen operations, and meet the state’s future transportation needs in a sustainable and equitable manner. This work included examining IDOT’s current structure and practices, conducting comparative studies of transportation departments across the United States, engaging IDOT staff and stakeholders, and identifying opportunities to improve delivery of Rebuild Illinois—one of the largest DOT construction programs in the nation.
On October 21, 2025, the BRC approved 27 actionable recommendations centered on five overarching objectives to be addressed by both IDOT and the General Assembly:
(1) accelerate project delivery, (2) expand workforce capacity, (3) maximize the value of investments, (4) drive sustainable outcomes, and (5) secure adequate funding sources.
These recommendations are included in the BRC’s Final Report.
