Safety Grants

The Illinois Department of Transportation’s Bureau of Safety Programs and Engineering (BSPE) is actively working to meet the goal of zero fatalities on Illinois roadways. In order to make this goal a reality, BSPE offers grant opportunities for funding to state and local agencies and qualified organizations. Due to the size, population, and high traffic volume on Illinois roadways, BSPE partners with state and local agencies and qualified organizations to make this goal a reality.

Enforcement of the traffic laws put into place to improve the safety of all roadway users on Illinois roadways is critical to eliminate traffic related fatalities and serious injuries. IDOT provides grants and works with its law enforcement safety stakeholders to ensure efforts are focused on priority emphasis areas and locations to have the greatest impact on safety. The various enforcement efforts and campaigns are tied to strategies identified in the Illinois SHSP. We do not specifically do enforcement….we support the ability of our safety stakeholders to do enforcement.

Enforcement Grants

IDOT's highway safety funds are made available annually through NHTSA. Highway Safety Program grants ("Section 402") are designed to help state agencies, counties and communities initiate programs to address traffic safety related problems and generally to promote traffic safety on our roadways.

Nominate individual survivors whose lives are saved by a seat belt, motorcycle helmet, or a car seat in a crash.

Dear Traffic Safety Partners,

We in BSPE appreciate your on-going commitment to roadway safety in Illinois.

You may be aware that our annual local agency notice of funding opportunities (NOFOs) for FFY 2027 have not been posted at this time.  While we work to get these posted as soon as possible, I wanted to bring your attention to the updates to the NOFOs for FFY 2027.

First, there are several NOFOs this year. If you are unsure which NOFO or NOFOs applies to your program(s), please ask before you apply.

New this year, the general non-enforcement NOFO has been broken up into several program-specific NOFOs.  This will allow the non-enforcement agencies to better understand the expanded requirements and allowable budget items before completing the application.  It also allows specific programs to be streamlined and ensure grant applicants are aware of the deliverables required to be incorporated into the periodic program reports (PPRs).

There will be additional informational documents included in the NOFOs including the Pay Raise Information document, Travel Information document, and language for financials and the NHTSA certs and assurances that were typically not available until a selected grantee went to sign the agreement.

As a means to ensure BSPE is compliant with the updated NHTSA, 2 CFR 200, GATA, and additional such requirements, several parts of the application have been overhauled. For example:

  • Non-enforcement grantees will be required to use data published no earlier than 2020.
  • A minimum of one (1) objective and two (2) performance measures will be required for non-enforcement grant applications.

In BSPE, we are aware that several of our traffic safety partners do not have a background in grants. To best assist all agencies, BSPE has incorporated more information and guidance into the application package. For example there will be a performance measure worksheet to help grantees understand how to create an objective versus performance measures.

At this time, BSPE does not have a final posting date. We encourage you to visit the website to make sure you do not miss all of the application posting links and helpful information once they do post. Also, make sure you are going to the updated website URL at https://idot.illinois.gov/programs-and-projects/safety-programs/safety-grants.html.
