Office of Legislative Affairs

Aaron Gold-Stein - Director

Aaron Gold-Stein was named director of Legislative Affairs in 2023. Prior to IDOT, he was a legislative liaison at the Illinois Department of Commerce and Economic Opportunity, where he worked on issues such as business attraction, broadband deployment, workforce development, tourism and local government assistance. He was also closely involved with the implementation of Rebuild Illinois and the processing of capital grants. Before joining the state of Illinois, he worked for Congresswoman Cheri Bustos in Rock Island, often serving as her surrogate in 14 counties from Rockford to Peoria. Gold-Stein is a graduate of American University, where he earned a bachelor’s in political science.

Office of Legislative Affairs

The Office of Legislative Affairs is responsible for leading coordination with subject-matter experts from across the agency on legislative issues at both state and federal levels. This includes maintaining relationships both with elected officials and their staff, as well as sister agencies.

  • The Bureau of State Affairs is responsible for coordinating analysis and development of state legislative programs and strategies, as well as resolving issues of special interest to the Secretary. The objective is to ensure that departmental policy and actions, as well as state legislation, consistently support and enhance Illinois’ transportation interests.
  • The Bureau of Federal Affairs is responsible for coordinating analysis and development of federal legislative programs and strategies, as well as resolving issues of special interest to the Secretary. The objective is to ensure that departmental policy and actions, as well as federal legislation, consistently support and enhance Illinois’ transportation interests.
