DBEs
As an essential element of accomplishing the remedial objective of the Disadvantaged Business Enterprise (DBE) program, IDOT is required to establish an annual overall goal for DBE participation. The annual overall DBE goal, based on approved submissions, will be in place for three years for each applicable federal agency.

Support
The following are resources and programs that highlight and assist the DBE Program:
- DBE Supportive Services: IDOT provides assistance that fosters opportunities for DBE firms and minority and female individuals to participate in IDOT’s transportation-related contracts.
- Business Development Program: Business Development Program: IDOT is committed to providing support and development to DBEs in Illinois. The Foundation for Growth Business Development Program is a program designed to evaluate and provide a structured process for DBEs to receive firm-specific training and guidance to assist in their growth and competitiveness within the transportation industry. The program will provide each DBE firm with a full business analysis, tailored targeted training that may be eligible for reimbursement, and a host of other opportunities to increase the competitiveness of the participants.
Firms who are interested in the Business Development Program must complete the Needs Assessment (required for all DBE firms seeking Supportive Service assistance) and check the box regarding interest in the BDP. To access the needs assessment click here.

Collaboration
Mentor Protege: IDOT's Mentor Protege Program centers on business collaborations between mentor firms and protege firms (DBE certified) to provide developmental assistance to enhance the protege's business and technical capabilities to do more complex work.
Goal Documents & Studies
In 2009, IDOT commissioned a Disparity Study focused on construction, architecture and engineering. The Disparity Study reviewed contract data during the period of January 1, 2006 through December 31, 2008. In 2012 IDOT commissioned an updated availability study.
