IL 29 Galena Road - Peoria County
The stretch of Illinois 29 (Galena Road) to be improved is a four-lane, undivided roadway that was originally constructed in 1940. The highway is bounded on the east side by Iowa Interstate Railroad, Tazewell Peoria Railroad and the Illinois River. It is bounded on the west side by the river bluff, park land, and residential and commercial developments. The existing roadway can be divided into two segments with the southern 0.9-mile segment being a more rural area and the northern 1.7-mile segment being a more urbanized area with several intersections and numerous entrances. The purpose of the project is to improve transportation facility deficiencies including poor pavement condition, roadway drainage issues, pedestrian accommodations that do not meet current requirements, the absence of bicycle accommodations and the absence of a raised median or two-way, left-turn lane.
Proposed Project Scope
The proposed project involves the reconstruction of Illinois 29 (Galena Road). The plan will keep the east edge of pavement to remain generally in the same location as the existing edge of pavement. In the southern section, where there are no entrances or side roads, the design includes four 11-foot travel lanes. In the northern section, where multiple entrances and side roads are present, the plan features four 11-foot travel lanes and a 12-foot, two-way left-turn lane. Curb and gutter and an improved drainage system is proposed through most of the improvement limits.
A shared-use path is planned along the west side of Illinois 29, extending from Gardner Lane near the northern improvement limit to Eureka Street, south of the proposed plan. This path will provide accommodations for pedestrians and cyclists while connecting to the existing path network at Eureka Street. In the southern section of the improvement, existing retaining walls will be removed and replaced to allow for the proposed roadway and shared-use path.
- Scope: Reconstruction includes:
- Addition of a two-way, left-turn lane in Peoria Heights
- Addition of a shared-use path with connection to the path on the new McClugage Bridge and Rock Island Greenway Trail
- Project Improvement Length: 2.6 miles of Illinois 29
- Purpose: To improve transportation deficiencies including:
- Poor pavement condition
- Roadway drainage issues
- Pedestrian accommodations that do not meet current requirements
- The absence of bicycle accommodations
- The absence of a raised median or two-way left-turn lane
- Average Daily Traffic (2019) = 14,100 vehicles per day (7.8% trucks)
- Current Posted Speed: 45 mph
- Proposed Posted Speed: 40 mph
- Estimated Cost: $64.5M (Included in IDOT's Fiscal Year 2025-2030 Multi-Year Program)
