Illinois Route 38 from Winfield Road to County Farm Road
The Illinois Department of Transportation (Department) is nearing completion of a preliminary engineering and environmental study (Phase I) for the improvement of Illinois Route 38 between Winfield Road and County Farm Road in the City of Wheaton and the Village of Winfield in DuPage County. The project scope includes reconstructing the gap section of IL 38 between two previously completed Phase I studies at IL 38 and Winfield Road and at IL 38 at County Farm Road. This project proposes to widen IL 38 between Cleveland Street and Shaffer Road to include two 11-foot wide lanes in each direction separated by a 16-foot wide barrier median. An 8-foot wide shared use path is proposed on the north side of IL 38. Design and construction for this project are included in the Department’s FY 2019-2024 Proposed Highway Improvement Program. Current engineering efforts are targeted to enable a contract letting in the middle years of the multi-year program contingent upon plan readiness, land acquisition, and funding availability through future annual legislative appropriations.

Note: IDOT projects typically have three distinct phases. Phase I (or the project Study) consists of developing the project scope, environmental studies and preliminary design of a project. Phase II (Design) consists of refining the design to develop contract plans and land acquisition. Phase III (Construction) consists of the actual construction of the project.
