IDOT has a three-phase project development process, as shown on the timeline graphic below.
- Phase I (or the project study) consists of developing the project scope, environmental studies, public involvement, and preliminary design of the project.
- Phase II (design) consists of refining the design to develop contract plans and conduct land acquisition.
- Phase III (construction) consists of the actual construction of the project.
This study constitutes a Phase I Study which is nearing completion.
Project Development Process
IDOT is nearing the completion of this Phase I Study. The remaining steps will be to compile comments from this Public Hearing and complete design studies and reports. Upon completion of the engineering design and Project Design Report, the project will be eligible to receive Design Approval and move forward to Phase II, which includes the final preparation of contract plans/specifications and land acquisition.
Phase III, or Construction, depends on budget availability, right-of-way, and project readiness. $80 million has been identified for construction of the Illinois Route 3 Connector and associated improvements as shown in IDOT’s FY 2024-2029 Proposed Highway & Multimodal Improvement Program.
Public Hearing
As part of the completion of the Phase I Study, an in-person Public Hearing was held on November 28, 2023, at the location and time noted below. In addition to the in-person hearing, the materials presented at the hearing are available for viewing and comment through December 12, 2023. The purpose of the hearing is to present the Preferred Alternative and associated impacts, including floodplains, and to solicit public input.
Comments received by December 12, 2023, will be considered by IDOT in the project design and become part of the public record. The public hearing exhibits and brochure (English and Spanish) are available for viewing online. Click here for more details.
