Environmental resources in the Illinois Route 3 Connector Project study area include wetlands, floodplain, state and federally threatened plants, and properties that may contain special waste. The Public Hearing to be held on November 28, 2023, is in compliance with the National Environmental Policy Act of 1969 (NEPA) requirements and IDOT’s public involvement policy. A Project Design Report was prepared for the project which is classified by NEPA as a Categorical Exclusion (CE).
The study area was inventoried for environmental resources described in detail in the Project Design Report. All environmental impacts which cannot be avoided will be minimized through environmental mitigation.
The environmental resources graphic below depicts the locations of the existing floodplains within the study area. The proposed project will impact approximately two acres of floodplain. Longitudinal encroachment will occur along the west side of Illinois Route 203 near the new Illinois Route 3 Connector intersection and also within the Exchange Avenue existing right-of-way between 1st Street and 2nd Street. In accordance with the Executive Order 11988, Floodplain Management, the Public Hearing exhibits and Project Design Report depict and describe the impacts to the floodplain. The comment period for the public hearing is the opportunity for early public review of the proposal for action in the floodplains.
