Project Process
IDOT utilizes a three Phase process for advancing projects. Phase I Engineering identifies the Purpose and Need of the project, completes environmental reviews and conducts preliminary design for the project. Phase II is the Design phase which refines the design and develops Plans, Specifications and Estimates for construction. Should any land acquisition be needed for a project, this process takes place during Phase II. Phase III is the construction, and final phase of a project.
