The Chicago Region Environmental and Transportation Efficiency Program (CREATE) is a first-of-its-kind partnership involving the U.S. Department of Transportation, the State of Illinois, the city of Chicago, Metra commuter train service, Amtrak inter-city train service, and the nation's largest freight railroads.
