Public Meeting #1

An in-person Public Meeting was held on March 6, 2024, at C.A. Henning Elementary School. This meeting was held as an open forum meeting and was intended to introduce the project, as well as gather information from the public. The Project Study Team was available to answer questions, take comments, and provide information about the project. Informational handouts and comment forms were provided and exhibits with information about this project were on display to view. Approximately 126 people attended the public meeting

Community Advisory Group (CAG)

IDOT has formed a Community Advisory Group (CAG) to ensure the values and interests of the community are incorporated into project solutions.

The CAG supports the CSS approach and stakeholder engagement program during the planning process. The CAG is made up of twenty individuals which include community leaders from the City of Troy and the Triad School District, representatives from local municipalities like Madison County and Jarvis Township, homeowners, business owners, and local special interest groups, as well as commuters.

The CAG assists in identifying and focusing on concerns and comments from a diverse array of interest that it represents. The CAG will provide input at key milestones throughout Phase I of the planning process. CAG meetings will be designed to encourage timely and meaningful input by members.

It is important to note that the CAG does not make final project decisions, as this is the role of the PSG. The CAG provides a forum for discussion and comment on various project-related issues.

CAG Meeting #1 - The first CAG meeting for the project was held on September 16th, 2024, at Tri-Township Park. The purpose of the first CAG meeting was to introduce the project, explain the IDOT project development process and discuss the need for the project, as well as develop a Project Problem Statement with the CAG.  Thirteen (13) CAG members attended this meeting representing City of Troy, Troy Police Department, Jarvis Township, Triad School District, as well as local business owners, residents, and commuters along US Route 40.

Members of the CAG raised several important issues during the meeting which are summarized below.  Along with the CAG invitation, members received a Community Context Audit (CCA) form that they sent back to the Project Study Group (PSG) prior to CAG Meeting #1.  The meeting included an open discussion and breakout session to highlight the issues and concerns that were filled out in the CCA forms.  The CCA form is intended to be a guide to identify various community characteristics that make each transportation project location unique to its residents, its businesses, and the public in general. The audit is designed to consider the community’s history or heritage, present conditions, and anticipated conditions.  The results of the audit are used to inform the PSG on the priorities and concerns of the community as they relate to the project study area.  Concerns identified by the CAG from the CCA include:

  • Safety to pedestrians and motorists
  • Traffic capacity and congestion concerns
  • Concerns about lacking sidewalks for students and pedestrians to use to safely arrive at school as well as lacking turn lanes to the schools along the corridor (C.A. Henning & Triad High School)
  • Sideroads and commercial & residential access concerns
  • Pedestrian Accommodations (Ped Crossings/Bike Lanes & Paths/Sidewalks/etc.)
  • Speed limit along the corridor (consistency)
  • Landscaping & Aesthetics
  • Upgraded lighting and better signage

The members of the CAG also helped in developing the project problem statement.  A problem statement identifies the problems within a project study area that need to be addressed. Once the problem statement has been finalized it will be shared on the project website and at the next public involvement meeting.
