Illinois 57 Broadway to I-172

The Illinois Department of Transportation is conducting a Planning and Environment Linkages Study to address the need for transportation related improvements to 13 miles of IL 57 / US 24 in Adams County.

A PEL Study defines the project Purpose and Need along with goals and objectives based on input from stakeholders and the public. As part of the PEL an initial range of alternatives are evaluated to identify those alternatives that best support the project goals; account for project costs and constructability; and avoid, minimize, or mitigate environmental impacts. Those alternatives are then evaluated and presented to project stakeholders and the public to gain input as part of a determination of alternatives to be evaluated in greater detail in a later Preliminary Engineering and Environmental Assessment Phase.

The study is located near the Mississippi River and the study limits are between IL 104 (Broadway Street) in Quincy and I-172 south of Marblehead, a distance of approximately 13 miles. The study area is comprised of the developed downtown in Quincy, with a combination of industrial developments, farmland, and a residential community to the south of Quincy. IL 57 crosses Mill Creek in Marblehead and Austin Creek just north of I-172.

Note: IDOT projects typically have three distinct phases. Phase I (or the project Study) consists of developing the project scope, environmental studies and preliminary design of a project. Phase II (Design) consists of refining the design to develop contract plans and land acquisition. Phase III (Construction) consists of the actual construction of the project.
