Overview

Located in the city of South Beloit in Winnebago County, the project includes Phase 1 engineering services for the rehabilitation/reconstruction of Illinois 2 and 75, known as Blackhawk Boulevard, from Prairie Hill Road to the Wisconsin state line, just north of the Turtle Creek Bridge, and with length approximately 2.05 miles.

Land use in the project area consists mostly of residential, specifically single- and multi-family, rural, and mobile residential, along with some commercial uses. Immediately west of Illinois 2 is the confluence of the Rock River and Turtle Creek, a defining natural feature between South Beloit and Wisconsin.

In addition to the roadway rehabilitation/reconstruction improvement scope, several other known deficiencies will be studied for inclusion. Such improvements include the upgrade of deficient sidewalk curb ramps to meet the Americans with Disabilities Act.

Localized areas of reported roadway flooding will also be studied for proposed solutions. Bicycle accommodations or shared-use paths are being considered to accommodate non-motorized users of the road in accordance with Illinois “Complete Streets” legislation.
