Illinois 2 Study (Byron to Beltline Road)
IDOT is seeking public comments on Section 4(f) impacts the IL Route 2 project will have on three sites along the corridor: the City of Byron Stagecoach Step, City of Byron Wastewater Treatment Plant with Public Access Parking Lot and Rock River Boat Launch, and Forest Preserve District of Winnebago County owned and operated Fuller Memorial Forest Preserve. Section 4(f), which is implemented under 23 CFR 774 (Code of Federal Regulations), is the federal act that protects publicly owned parks, recreation areas, and wildlife and waterfowl refuges. Section 4(f) de minimis documentation is available below with more specific information regarding each sites individual impacts:

The Illinois Department of Transportation is currently conducting a preliminary engineering and environmental study (Phase I) for the improvement of Illinois 2 in Winnebago and Ogle counties. The study was initiated in Spring 2014.
The study is examining transportation needs and solutions for the corridor through an extensive public involvement process. The study area starts at the intersection of Illinois 2 and 72 in Byron and extends approximately 10.5 miles to Beltline Road south of Rockford.
