Application Process
ITEP project application submittal cycle begins August 1, 2024 (8:00 am CST) and ends September 30, 2024 (5:00pm CST)
ITEP Application Account Setup Instructions
Project applications must be submitted through the ITEP application portal. Information must be complete and accurate. Sponsors are no longer required to submit a hard copy of the application.
ITEP is considered partially GATA exempt pursuant 30 ILCS 708/45(a)
GATA exempt grantees - Local Public Agencies must be registered through SAM.gov to accept a federal grant (show proof of an active UEI) and submit following documents/complete following processes at the time of the application submittal:
Required Attachments:
- Resolution of Financial Commitment
- Detailed Cost Estimate
- Detailed Project Location Map
- IDOT Allowance Letter (if applicable)
- BoBS 2831 – Uniform Grant Agreement Affidavit of Disclosure of Conflicts of Interest - Grantee
- BoBS 2835 -FY25 IDOT Subrecipient Risk Assessment
- Programmatic Risk Assessment

- Public Involvement Documentation
- Letters of Support
- Pictures of Project Area
GATA non-exempt grantees – Universities/Community Colleges, State Agencies, Not-for-Profit entities must be registered through SAM.gov to accept a federal grant (show proof of an active UEI), be registered in GATA portal, and submit following documents/complete following processes at the time of the application submittal:
- Resolution of Financial Commitment
- Detailed Cost Estimate
- Detailed Project Location Map
- IDOT Allowance Letter (if applicable)
- GATA Uniform Grant Application
- GATA Uniform Budget
- BoBS 2831 – Uniform Grant Agreement Affidavit of Disclosure of Conflicts of Interest - Grantee
- GATA ICQ – FY25 GATA Fiscal and Administrative Risk Assessment completed in the GATA portal
- Programmatic Risk Assessment
