Overview & Scope
This existing two-lane section of roadway ties into four-lane roadways section extending to the east through Belvidere and to the west approaching Rockford. Future traffic projections indicate that maintaining a two-lane road would not provide sufficient capacity and it is anticipated that traffic congestion would escalate.
Therefore, the preliminary engineering study evaluates a four-lane cross section with two travel lanes in each direction separated by a center median. This transitions to a five-lane cross section east of Town Hall Road approaching Belvidere, which would allow left turning traffic in both directions to enter the center turn lane, thereby improving traffic flow in the through lanes.
In addition, accommodations for non-motorized users of the road, in accordance with Illinois "Complete Streets" legislation, are being investigated for the study.
Within the study area, the existing pavement surface is generally in fair to good condition with some segments exhibiting poorer condition, as evidenced by severe cracking and patch deterioration. The underlying pavement is generally in fair to poor condition and is expected to continue to deteriorate with continued traffic loading. Because of the condition of the underlying pavement, complete reconstruction of the pavement is more appropriate than an additional resurfacing treatment.
