SCAM ALERT:  A current text message smishing scam claims recipients owe money associated with traffic tickets, tolls, and other fines.  These are not legitimate messages from the Illinois Department of Transportation.  If you receive a message report it to the Federal Trade Commission and/or the FBI’s Internet Crime Complaint Center.

Overview and Scope

IDOT is studying potential improvements to approximately 11 miles of Illinois 83 (Milwaukee Avenue/Barron Boulevard) and Illinois 137 (Buckley Road) in Lake County. This section of IL 83/IL 137 is located in the communities of Lake Villa, Round Lake Beach, Grayslake and Libertyville.

In this region, IL 83 and IL 137 serve as a main north-south corridor. IDOT has initiated this study because of the importance of these roadways in servicing the local and regional traffic.

The existing IL 83 and IL 137 roadway alignments vary throughout the study area and include:

  • Two to five lanes
  • Turning lanes to access businesses, residences and other facilities
  • No shoulder to 8-foot-wide shoulders
  • Bicycle paths, sidewalks and pedestrian crosswalks in select locations

The study area includes residential, commercial areas, green space and limited industrial areas. Some notable community features include:

  • Natural areas, including Rollins Savanna Forest Preserve
  • Cultural resources, including Angola and Avon cemeteries
  • Parks, including Fox Chase Park
  • Schools
  • Churches
  • Businesses
  • Residences

The Illinois Department of Transportation (IDOT) develops highway transportation improvement projects in 3 phases. The IL 83/137 study is currently in Phase I. During this phase, preliminary engineering and environmental studies are completed to develop an improvement of the roadway that addresses an established purpose and need for the contract.

The Preferred Alternative received NEPA concurrence on September 20, 2017.  Since then, the Study Team has been moving forward with the refinement of the Preferred Alternative Design and the completion of the Environmental Assessment (EA). The Study Team collected input from the public on the Alternatives Carried Forward and Recommended Preferred Alternative during the public outreach event from June 25, 2020 through July 16, 2020.  A Public Hearing is tentatively scheduled late 2024/early 2025.
