June 2021 - Phase II began.

December 5, 2022 – Public Meeting

Due to public response to the closure, IDOT and their consultants are investigating staging options. This will extend the duration of construction, but allow more access around the project. 

April 25, 2023 – During the Public Meeting held on Monday, December 5, 2022, IDOT received feedback from concerned citizens regarding the temporary closure of IL Route 3. IDOT and their design team investigated various options to maintain access through these areas during construction. A workable solution has been achieved to maintain 2-way traffic on IL Route 3 for the duration of construction. Click here to view the preliminary staging details.

Since the public meeting, the Federal Highway Administration (FHWA) has approved this project for special Highway Safety Improvement Program funding to construct the dual roundabouts. Roundabouts improve safety, promote lower speeds and traffic calming, reduce conflict points, lead to improved operational performance, and meet a wide range of traffic conditions because they are versatile in size, shape and design.

We would like to thank the public for participating in the public meeting and offering feedback. This provides IDOT with the opportunity to develop a final plan to optimally deliver this much needed improvement to the traveling public in northwest Madison County.

March 2024 – Due to delays in land acquisition and utility relocation, the construction of the roundabouts will not begin in the summer of 2024.  Once land acquisition is complete, the utility relocations will begin.  Roadway construction will begin with reconstruction of Cook Street, which has a commitment to be done over the summer months while school is not in session.
