Overview and Scope
IDOT is performing a preliminary engineering and environmental study for potential improvements to US Route 40 from Formosa Road to IL Route 162 in Madison County, approximately 3.5 miles. This section of US Route 40 is in the Village of Troy as well as unincorporated Madison County.
In this region, this section of US Route 40 serves as a main East-West corridor connecting the adjacent communities of Troy, St. Jacob, and Highland. IDOT has initiated this study due to the increasing traffic volumes on US Route 40 and the development occurring in the area. This project is anticipated to include roadway widening to address future traffic growth to provide additional through lanes and/or bi-directional turn lane.
The existing US Route 40 roadway cross-section varies throughout the study area. US Route 40 includes four lanes with shoulders at Formosa Road, which then transitions to two lanes with shoulders east of Formosa Road to the east project limit at IL Route 162. Turn lanes are present at intersections. Existing drainage is handled by open roadside ditches. Bike paths and sidewalks exist at intermittent locations throughout the study limits.
The study area includes mostly agricultural areas with residential, commercial areas, green space, and limited industrial areas. Some notable community features include cultural resources, parks, schools and childcare facilities, churches, businesses, and residences.

The Illinois Department of Transportation (IDOT) develops and implements highway transportation improvement projects using a three-phase process:
Phase I: Preliminary Engineering and Environmental Studies
During this phase, IDOT studies a range of alternatives, including a “no build” option, to improve US Route 40 in the study area that address the purpose and need of the project. IDOT also conducts environmental analysis to comply with the National Environmental Policy Act (NEPA). The project team will collect information, determine the needs of the roadway, analyze the alternatives, and identify potential effects to study area resources. Learn more about NEPA.
Phase II: Design
In this phase, IDOT refines the project design in order to develop contract plans. Any additional Right-of-Way that might be needed for the project is acquired during this phase.
Phase III: Construction
The final phase consists of the actual construction of the project.
The US Route 40 study is currently in Phase I. During this phase, preliminary engineering and environmental studies are completed to develop a roadway improvement plan that addresses an established purpose and need for the contract. A project report will be developed, and land acquisition will begin at the end of this Phase I Study.
