Why is this project necessary?
The Illinois 38 over I-39 Interchange was constructed in 1980 and requires intermittent repairs that will become more frequent as the pavement and structures further age. An updated design is also needed to incorporate a multi-use path for bicycle and pedestrian use, and to deliver other enhancements. In addition, as traffic volumes have increased, mobility and safety concerns have increased.

The existing “Diamond” interchange has limited options for expansion and has several points where vehicles make conflicting movements (e.g., left turns across opposing traffic), which contributes to mobility and safety concerns.
What is the purpose of the study?
The Illinois Department of Transportation has launched the Illinois 38 Phase I Engineering Study to address the safety, mobility, condition, and design of the interchange, and to identify the scope of any proposed improvements.
What are the Illinois 38 over I-39 Interchange study limits?
The study limits extend from the Illinois 38 at Dement Road Intersection on the west to the Illinois 38 at I-39 interchange on the east, within the City of Rochelle, Dement Township, and Ogle County.
Where are we in the study process?
The Phase I study was initiated in late 2020. Since that time, the project team has collected data, analyzed existing conditions, developed alternatives, and identified a preliminary preferred alternative. Initial coordination with local agencies has also been completed, with additional coordination anticipated. A public information meeting is anticipated in the spring of 2023.
When might work begin?
After completion of Phase I, Phase II engineering (final design and property acquisition) is anticipated to begin in the summer of 2023. The earliest construction could begin is in the spring of 2025, subject to funding availability and project readiness.
When will the study be completed?
The Phase I study is anticipated to be completed in the summer of 2023.
How does a Diverging Diamond Interchange work?
A Diverging Diamond Interchange allows traffic to temporarily cross to the left side of the road, which results in left turn movements not having to cross oncoming traffic. The DDI moves high volumes of traffic through an intersection without increasing the number of lanes and provides easier access to an interstate.

What are benefits of a Diverging Diamond Interchange?
- Safety & Mobility: a DDI is easy to navigate, eliminates last-minute lane changes, and provides better sight distance at turns, resulting in fewer crashes.
- Cost-effectiveness: a DDI often uses the existing bridge structure, saving time and money, as well as reduced construction impacts to motorists.
Who is a project stakeholder?
A stakeholder is anyone who could be affected by the project, has a stake in its outcome, or is interested in the project. The study team has met with local agencies and will continue to engage stakeholders through the planned spring 2023 Public Meeting and beyond.
Who is involved in this project?
The Illinois Department of Transportation is the project sponsor. Local Agency partners include the City of Rochelle, the Village of Creston, Dement Township, and Ogle County.
Is any land acquisition necessary for the study purposes and, if so, will my property be impacted?
Some right of way is anticipated to accommodate the proposed improvements. At this time, the proposed right-of-way needs have not been fully determined. The acquisitions are expected to be partial acquisitions consisting of strip right-of-way and temporary easements adjacent to the interchange. Additional information will be made available at the Public Information Meeting planned for Spring 2023. Upon completion and approval of a design, the District’s Land Acquisition Section will contact property owners to discuss the land acquisition process and impacts in more detail.
When will construction start?
Construction funding is included in the Department’s Multi-Year Program. However, a construction timetable has not been established. At this time, it is anticipated that the earliest construction could start would be in the spring of 2025.
