Public Meeting #2 – September 1, 2022

The Illinois Department of Transportation hosted the 2nd public meeting for the Planning and Environment Linkages Study of the Illinois 57/U.S. 24 Corridor in Adams County.  The meeting was held at the Atrium Hotel in Quincy.

The public meeting was in an open house format, which means interested residents could attend any time from 4:00 p.m. to 6:00 p.m. The meeting location was accessible to special needs individuals.

What is the IL 57 Broadway to I-172 study?
The Illinois Department of Transportation is conducting a Planning and Environment Linkages Study to identify potential transportation related improvements along IL 57 from Broadway to I-172. The PEL Study will also seek community input to examine environmental, community, and economic factors tied to the area’s transportation network.

What is the study area?
The study is located in Adams County near the Mississippi River. The study limits span approximately 13 miles, between IL 104 (Broadway Street) in Quincy and I-172 south of Marblehead. The project study area is comprised of residential, commercial, agricultural, and industrial developments and includes a portion of downtown Quincy. IL 57 crosses Curtis Creek south of Quincy, Mill Creek in Marblehead, and Austin Creek just north of I-172.

What specifically is a PEL study?
PEL is a federal study process name that stands for Planning and Environment Linkages and provides a collaborative approach to transportation decision-making. It brings together experts, community members, and organizations to consider potential improvements to the area’s transportation network, and what the resulting impacts would be. One benefit of the PEL study is its efficiency. When successfully completed, it results in a smooth decision-making process that encourages working relationships between Federal, State, and Local government, public agencies, and transportation departments to advance a project.

What are the next steps?
The PEL Study was completed in early 2023, with concurrence on the study’s Purpose and Need as well as the Alternatives to be Carried Forward. A final PEL Study report has been drafted and reviewed by District 6 staff and is currently awaiting approval. The next steps in the process would be to begin phase I work on one or more of the recommended alternatives, should funding become available for inclusion into the IDOT Multi-Year Program.

How does the PEL fit into the bigger picture?
The PEL is an early-stage transportation study that provides the foundation for project development. Through the PEL, IDOT will determine project purpose and need as well as a range of improvement alternatives to be carried forward, allowing the project to move into future IDOT project development phases, including:
